Three crypto stocks poised to benefit from CLARITY Act

The US Senate is scheduled to hold a high-stakes cloture vote today, September 15, 2026, on the Digital Asset Market Clarity Act (CLARITY Act).

Promoted heavily by lawmakers, this landmark legislation aims to draw clear regulatory boundaries between the SEC and CFTC, creating a defined market structure for digital assets while replacing years of aggressive regulation-by-enforcement.

Wall Street is closely following the procedural 60-vote threshold, as a successful vote would unlock institutional capital that has sat on the sidelines.

Should the legislation advance, several publicly traded crypto stocks stand to win big as regulatory risk dissipates across the sector.

Coinbase Global (COIN)

As the premier regulated cryptocurrency exchange in the US, Coinbase stands directly in the line of fire – and opportunity – regarding federal oversight.

For years, the exchange has operated under a cloud of regulatory friction, repeatedly battling SEC enforcement actions over asset classifications.

The CLARITY Act effectively establishes clear statutory lines, designating spot digital commodities under CFTC oversight while providing explicit registration pathways for digital asset brokers.

This shift drastically reduces COIN’s ongoing legal risk and litigation expenses.

Furthermore, statutory clarity for stablecoins and institutional digital asset custody will enable Coinbase to aggressively scale its Base layer-2 ecosystem and Prime institutional brokerage platform to institutional investors who previously stayed away.

Robinhood Markets (HOOD)

Robinhood has rapidly expanded its cryptocurrency trading footprint, yet the broker-dealer previously maintained a conservative token offering due to regulatory litigation fears.

The enactment of the CLARITY Act provides retail brokerages with a statutory safe harbor, allowing them to expand digital asset listings without fear of retroactive securities enforcement.

By establishing standardized disclosure requirements and clear digital commodity classifications, Robinhood can significantly expand its crypto asset menu, introduce staking yields, and broaden retail crypto trading features.

This expanded framework is projected to boost commission-free trading volumes and transaction-based revenues, allowing Robinhood to capture substantial retail market share from unregulated foreign competitors.

Circle Internet Group (CRCL)

Public market proxies and crypto treasury infrastructure firms tied to dollar-backed stablecoins and institutional tokenization infrastructure represent another major category of beneficiaries.

The CLARITY Act establishes federal standards for payment stablecoin issuers, mandating 1:1 reserve backing and integrating institutional intermediaries into the Bank Secrecy Act framework.

This formal legal framework eliminates systemic ambiguity surrounding stablecoins, paving the way for traditional financial institutions, asset managers, and corporate treasuries to settle real-time transactions on-chain.

 As regulated tokenized money market funds and payment stablecoins gain explicit legal legitimacy, infrastructure operators like Circle and custodial partners will see exponential gains in reserve volume, transaction fees, and institutional payment adoption.
